Promote benevolence of the Summer Palace

It was built during the Qianlong period. The hall is fan-shaped, and the front of the steps is built with stones to form a fan bone style, and the fan shaft is carved with white jade, like a folding fan that can be opened and closed, so it is commonly known as the "fan hall". The name of the hall is taken from the allusion of the "Book of Jin: The Biography of Yuan Hong": Yuan Hong served as the governor of Dongyang County, and Xie An gave a fan, and Yuan replied: "I will promote the wind of benevolence and comfort the people", which means that benevolent governance will be implemented to appease the people.
